The show takes place in 2015, when riots erupt across the city over the death of Freddie Gray, a 25-year-old black man who died in police custody. Violent crime is on the rise, and the number of homicides has reached its highest level in two decades. At the center of the plot is Sergeant Wayne Jenkins, who is tasked with solving the drug and weapons problem in the city, but instead he begins to use it for his own purposes.
